Accoding to the President of the Board of Trade, giving an answer to a question in the House of Commons on 15 September 1931, 743 British vessels of 2,018,000 tons were laid up in Great Britain and Ireland on 1 July 1931. A tenth of those, of 251,000 tons, were laid up in the river Fal estuary in Cornwall. The slump in trade began in 1929 |

Given the "attitude" of the various ships and the location I think it is fair to assume that these are idle, laid-up ships waiting for better times in order to resume trading. |
