Based on a Penzance photo from flight AFL3040 I suspect this is taken after 1932 . The 'Modernist' flat roof house on Liskey Hill (pinned) which I have seen and was at one time home to Perranporth Ballet School is still visible on Streetview (slightly extended)would have been built mid-thirties |

I think this image is later than 1921. Not only are the vehicles of later design but most of the bungalows and the Palace cinema were built in the 20's and 30's. Perranporth Beach Halt was opened July 1931 |
