This is the Railway Cow Bridge, with the Bletchley line underneath and adjacent to the old Kempston and Elstow Halt. The original Cow Bridge was in fact a small bridge over the brook to the west of the railway line. It allowed the farmer movement of his cattle from the fields over the brook and onto the main Ampthill road.

That isn't Cow Bridge. Cow Bridge is the one where the Bletchley line goes underneath, next to where the Kempston and Elstow Halt stood.
