Looking at this sequence of photographs it sems obvious that the plane did not fly over just the one time. In photographs WPW055534 - 36 these level crossing gates are open across the railway for the passage of a train - although none of the signals have been cleared. Now, in the next group notice that the gates are now open for road traffic as per normal regulations applying to level crossings over railways.
