I can see why you might think that, but those I have seen have all been within a purpose-built structure rather than in the open, with the output shaft at a level well above the horse's head. But could the shaft could be below ground? |

You do get open horse-wheels, and indeed I agree this could be one.My impression is that these are more common in the north of England than the south |
