The site under construction here in the lead up to WW2, is Station Z - an Air Ministry reserve citadel comprising surface level offices and a reinforced dual level basement.. A similar backup citadel building was built in Cricklewood, at about the same time, for the use of the Admiralty. There were plans for a similar facility for the War Office, but they were never implemented.
