Mouth of Ramsgate railway tunnel. This is almost 1 mile long and was opened by the London, Chatham and Dover Railway in 1863. In 1938, Ramsgate Borough Council decided to provide a network of 2.5 miles of Deep Shelter Air Raid Precaution tunnels linked to the by-now disused railway tunnel. 22 entrances to the shelter were provided throughout the town and the whole system was opened on the 1st June 1939. In total, 60,000 people could be accommodated. For sources see http://www.ramsgatetown.org/history/landmarks-monuments/tunnels.aspx http://thanetunderground.blogspot.co.uk/2006/05/ramsgate-air-raid-tunnels-railway.html and http://www.ramsgatetunnels.org/

The disused railway tunnel was used for a narrow gauge (2ft) railway which started in 1936 as the "World Scenic Railway". This line was an electric railway with tram-style overhead pickup. It did not run during the war when the railway tunnel and local caves were used for air-raid shelters. It reopened after WW2 and closed in 1965.

Looks like locomotive number 458 which would make this a SE&CR B1 class 4-4-0. See http://www.railuk.info/steam/getsteam.php?row_id=31390
